The meeting was called to order at 7:05 pm
1. APPROVAL OF MINUTES
It was MOVED and CARRIED that the minutes of the April 22nd 2008 meeting be adopted.
2. GUEST
Marjorie Staal, New Westminster Family Place (Located at 93 6th St, New West)
Marjorie provided an history of New Westminster Family Place
Marjorie provided a explanation of the various programs that NW Family Place provides: the Friday Drop-In Program at Royal City Centre Community Room; Grandparents support and Language support program; Child minding service while parents attend the Food Bank.
3. PRESIDENT’S REPORT (Rick Carswell)
Discussed the Resident’s Association Summit with the City. He explained that the main topic of discussion was the new policies of the City related to traffic and traffic calming. 1. Formulate Problem 2. Write a Letter to Council asking for changes 3. Engineering does traffic count 4. If statistics show there is a need, the immediate neighbourhood is surveyed.
Toronto Place Park improvements have been completed. There was an opening ceremony on May 13 2008, attended by Council, John Robson students, Residents’ Association.
Massey-Victory Heights Residents’ Association is holding an open meeting. There will be a speaker providing information about Veteran’s Benefits.
The Royal City Farmers Market begins on June 26th 2008 from 3pm to 7pm. It is located at 4th St & Royal Ave. Also, there is a fundraiser for the market on June 12th 2008 at Brooklyn Grill.
He has had a general idea of starting a Lantern Festival at Tipperary Park, in combination with the Farmers Market.
4. COMMITTEE REPORTS
12th Street Society
Committee Member was not in attendance. But Rick reported that the Society has successfully re-registered as a Society with BC government.
Police Committee
Committee member was not in attendance.
Traffic Committee
The City is considering various parking allowances in different parts of the city. New Buildings will be in compliance with these new, reduced parking requirements.
Bike Committee
Committee member was not in attendance.
5. NEW DEVELOPMENTS
246 Sixth Street
This development has passed 1st and 2nd reading at Council, and will go for final consideration at the next meeting on June 23 2008.
General discussion about the safety issues surrounding the development site directly across the street from this site.
1016 3rd Ave
Property owners Mark Hiibner and Gerald Boyes were in attendance. They stated that they are preliminarily thinking of building a 2-3 car garage in their backyard, with a secondary suite above. They are in attendance at the meeting to see if they is preliminary support from the Association regarding.
Rick stated that the City’s Planning Dep’t has the Association’s views on this issue. In principle, the Association supports carriage houses. But we would need more detailed information and he invited the property owners to bring forward more information when it’s available.
1209-1211 Fourth Ave
This development will be going to Council for approval sometime in the near future. It was brought up that the Residents’ Association was not consulted about this rezoning. Even though, City policy states that the RA should be consulted prior to it going to council. Carolyn will look into this.
1305 Cariboo, 428 13th Street, 1308 Fifth Ave
Same issue as previously listed development. RA should be consulted, as per City policy.
6. OLD BUSINESS
Garage Sale
The Brow of the Hill/St. Barnaba’s Garage Sale held on May 3rd 2008 raised $350 + an additional $250 in extra sales for the Thrift Store. Money went to St. Barnabas community programs.
Tentatively another garage sale is set for September or October.
Wish List
Rick circulated the Brow of the Hill wish list that has been complied over a number of meetings, and through e-mail correspondence. Rick asked those in attendance to chose their top 5 issues, and email him.
Tentatively we could go to Council with our list in October.
7. NEW BUSINESS
Pat advised the group that the Seniors Services Society is holding three Seniors Resource Fairs over the next couple of months. The next is scheduled for June 14 at the Seniors Pensioners’ Hall. She circulated a flyer for the event.
Sandra brought up the topic of drug dealing in the area of 7th St & Welsh. The group advised her to contact Kim Dayton at Integrated Services. Also, to contact police and create a file #.
Carolyn advised the group that the City is holding an Open House/Design Charrette on the Downtown OCP on May 31st at 930am, at Douglas College.

General group discussion about the timing of the next meeting. From this there were two motions put forward.
It was MOVED that the next general meeting be on June 24 2008. This motion did not pass due to no seconder.
It was MOVED and CARRIED that the next general meeting will be on August 26th 2008.
