At our November meeting the proponent was suppose to make a presentation about this project. However, this has been postponed.
The following is the information that has been provided.
Purpose:
The application to the City of New Westminster is to consider an amendment to the Zoning Bylaw to establish a child care facility on the upper floor as a permitted principal (instead of accessory) use at 1001 Royal Avenue.
Proposal:
The proposal is to develop a child care facility which will serve between 40 and 60 children. This facility, which will be located on the upper floor of a newly renovated building, meets Building and Licensing requirements for the use in question. It also offers access to outdoor play space, which, with minimal cost, can be retrofitted to meet Provincial Licensing requirements with no loss of parking.
Benefits:
The facility will address child care needs in both the Downtown and Uptown sub-areas of the City and will alleviate some of the demand for out-of-school care spaces at John Robson Elementary School. Additionally, the program will be multicultural in scope and will teach ESL, which will benefit immigrant and refugee families who have settled in New Westminster.
Neighbourhood Impacts:
The child care facility will be served by nine off-street parking spaces – i.e., three for staff and six for drop-offs and pick-ups. The drop-off times will occur between 7:00 and 9:00 a.m. and the pick-up times will occur between 4:00 and 6:00 p.m. with the vast majority of drop-offs and pick-ups taking no more than five minutes. The timeframe for drop-offs and pick-ups is quite lengthy and should serve to balance out demand for parking for these purposes. Additionally, a number of families will drop-off and pick-up more than one child (siblings), which will further reduce demand for parking, as well as reduce related traffic flows, during the times in question.
Process:
The rezoning amendment bylaw was presented to City Council for consideration of First and Second Reading on November 24, 2008. City Council gave the first two readings and will set a public hearing date for January 2009. The rezoning amendment was also discussed by the Advisory Planning Commission at its meeting on November 25, 2008.
Letters of notification have been forwarded to 352 property owners and occupants in the immediate area of the site proposed for rezoning; all residents’ associations; the Chair of the Board of School Trustees; and the Superintendent of Schools.

Traffic Issues
A number of residents in the Brow have asked for support and action to address increased traffic volumes in the Brow area. Particularly on 3rd and 4th Avenues. These traffic increases in our quiet neighborhoods have been caused by changes to the Queensborough Bridge interchange which redirects substantial commuter traffic numbers onto our inner streets.

Our dealings with the development company and the owner, Don Edra, have been respectful and very thorough. We can report that we have been kept informed of all aspects of the development since it was first proposed, through public meetings and adjustments to the plan. In fact several updating meetings and phone contacts have gone a long way to assuring us that our earlier concerns (bike storage, streetscape and lane usage) were being met with since revised drawings.
Our executive unanimously supports this project, noting that the several revisions to the plans have agreed with the OCP for the Brow and are in compliance with the Brow of the Hill Action Plan for the Sixth Street corridor.
For this reason, the Brow of the Hill Residents Association would urge members of Council to support this Zoning Amendment as proposed.

Marjorie provided an history of New Westminster Family Place
Marjorie provided a explanation of the various programs that NW Family Place provides: the Friday Drop-In Program at Royal City Centre Community Room; Grandparents support and Language support program; Child minding service while parents attend the Food Bank.
3. PRESIDENT’S REPORT (Rick Carswell)
Discussed the Resident’s Association Summit with the City. He explained that the main topic of discussion was the new policies of the City related to traffic and traffic calming. 1. Formulate Problem 2. Write a Letter to Council asking for changes 3. Engineering does traffic count 4. If statistics show there is a need, the immediate neighbourhood is surveyed.
Toronto Place Park improvements have been completed. There was an opening ceremony on May 13 2008, attended by Council, John Robson students, Residents’ Association.
Massey-Victory Heights Residents’ Association is holding an open meeting. There will be a speaker providing information about Veteran’s Benefits.
The Royal City Farmers Market begins on June 26th 2008 from 3pm to 7pm. It is located at 4th St & Royal Ave. Also, there is a fundraiser for the market on June 12th 2008 at Brooklyn Grill.
He has had a general idea of starting a Lantern Festival at Tipperary Park, in combination with the Farmers Market.
4. COMMITTEE REPORTS

Committee Member was not in attendance. But Rick reported that the Society has successfully re-registered as a Society with BC government.
Police Committee
Committee member was not in attendance.
Traffic Committee
The City is considering various parking allowances in different parts of the city. New Buildings will be in compliance with these new, reduced parking requirements.

Committee member was not in attendance.
5. NEW DEVELOPMENTS

This development has passed 1st and 2nd reading at Council, and will go for final consideration at the next meeting on June 23 2008.
General discussion about the safety issues surrounding the development site directly across the street from this site.
1016 3rd Ave
Property owners Mark Hiibner and Gerald Boyes were in attendance. They stated that they are preliminarily thinking of building a 2-3 car garage in their backyard, with a secondary suite above. They are in attendance at the meeting to see if they is preliminary support from the Association regarding.
Rick stated that the City’s Planning Dep’t has the Association’s views on this issue. In principle, the Association supports carriage houses. But we would need more detailed information and he invited the property owners to bring forward more information when it’s available.
1209-1211 Fourth Ave
This development will be going to Council for approval sometime in the near future. It was brought up that the Residents’ Association was not consulted about this rezoning. Even though, City policy states that the RA should be consulted prior to it going to council. Carolyn will look into this.
1305 Cariboo, 428 13th Street, 1308 Fifth Ave
Same issue as previously listed development. RA should be consulted, as per City policy.
6. OLD BUSINESS
Garage Sale
The Brow of the Hill/St. Barnaba’s Garage Sale held on May 3rd 2008 raised $350 + an additional $250 in extra sales for the Thrift Store. Money went to St. Barnabas community programs.
Tentatively another garage sale is set for September or October.

Rick circulated the Brow of the Hill wish list that has been complied over a number of meetings, and through e-mail correspondence. Rick asked those in attendance to chose their top 5 issues, and email him.
Tentatively we could go to Council with our list in October.
7. NEW BUSINESS
Pat advised the group that the Seniors Services Society is holding three Seniors Resource Fairs over the next couple of months. The next is scheduled for June 14 at the Seniors Pensioners’ Hall. She circulated a flyer for the event.
Sandra brought up the topic of drug dealing in the area of 7th St & Welsh. The group advised her to contact Kim Dayton at Integrated Services. Also, to contact police and create a file #.
Carolyn advised the group that the City is holding an Open House/Design Charrette on the Downtown OCP on May 31st at 930am, at Douglas College.

"On Tuesday May 13 at 11:15 a.m Mayor Wayne Wright and Council will be joined by children from John Robson Elementary School, Brow of the Hill Residents' Association and community members to unveil the new plaza and public art sculpture at Toronto Place at the corner of 8th Street and Royal Avenue. The sculpture is a "Puddle Jumper" - a five year old boy in slick yellow rain gear standing on a rock ready to jump into a puddle.
All interested community members are invited to attend the unveiling ceremony and celebrate the whimsical piece of art produced for public enjoyment."

Brow of the Hill Wish List
An ongoing intiative of the Association is to complie a 'Wish List' for the neighbourhood. Once the list has been refined, it has been suggest that we present our wish list to City Council.
A preliminary wish list has been compiled of information obtained from our March meeting and various email exchanges.

Keith provided an overview of his Department’s recent enforcement activities in the Brow of the Hill. He listed a number of recent success stories related to cleaning up problem properties in the neighbourhood.
Keith provided a brief overview of a number of City bylaws that are used by his department during their enforcement activities, namely: Business Regulations & Licensing (Rental Units) Bylaw, Unsightly Premises Bylaw, and the Business License Bylaw.

3. PRESIDENT’S REPORT (Rick Carswell)
Brought up the topic of meeting minutes and the how they should be displayed on the Association’s website. General discussion in the group ensued and it was decided that less extensive minutes should be taken at meetings and displayed on the Associations website.
Provided an overview of the Residents’ Association Summit which happened on April 8th 2008 at City Hall. At the summit, topics discussed were Density Bonusing and Development Cost Charges (DCC). Both of these are currently under review by the City. The City will be conducting a public consultation process on Density Bonusing, two public sessions will be happening this week, April 23rd from 7 to 9pm and April 26th from 1 to 3pm, both at Century House.

The society is working with the City to get better quality trees for the section of 12th Street that is currently undergoing improvements

Police Committee
There hasn’t been a meeting for a while, and it doesn’t look like there will be one for a while.
The police department is still encouraging residents to call the non-emergency # to report suspicious activity.
Traffic Committee
The idea of a pedestrian overpass in the area of Stewardson Way and 6th Ave is on the city’s radar again.
Bike/Pedestrian Committee
It looks like the contractors have begun work on the Central Valley Greenway, on Columbia Street. Preliminary work has begun to paint lines on the roadway, for the bike lanes.
5. CURRENT DEVELOPMENTS
246 Sixth Street
The proposed development at 246 Sixth St (6th St & 3rd Ave) is before the Advisory Planning Commission (APC) tonight. Once the APC has reviewed the proposal it will go before City Council in the near future for approval.
The 246 Sixth St development would be required to pay approximately $175 000 as an amenity contribution to the city. It was suggested that the developer could pay $5000 for a new movie screen at the Massey Theatre. However, funding for a movie screen does not qualify under the City’s current Amenity Contribution Program. The developer has agreed to pay his required $175 000, plus the cost of the movie screen.

St. Barnabas Garage Sale
The St. Barnabas/ Brow of the Hill Multiple Family Garage Sale will be happening on Saturday, May 3rd from 10am to 4pm, proceeds will go to St. Barnabas and their various community programs.
As a group we need to distribute the flyer to as many places as possible to make this a success, suggested places were: Elementary Schools, Library, Local Business.
We also need people to provide stuff to sell and to volunteer on the day of the sale.
Wish List
A preliminary Brow wish list has been compiled of information obtained from the last meeting and various email exchanges. Once the list has been refined it has been suggested that we present our wish list to City Council.
7. NEW BUSINESS
Toronto Place Park
The Parks Department contracts have started work on the improvements to Toronto Place Park, including the drainage, signage and statue, which is tentatively called the ‘Puddle Jumper’.
On Tuesday, May 13th 2008 at 1pm there will be an official grand opening ceremony which will tentatively be attended by Mayor and Council, John Robson Elementary PAC, Douglas College Musical Band, and approximately 100 John Robson students.
General group discussion ensued about this topic, as well as city’s Public Art Policy.

Keith Coueffin, Patrick Young and Claude Bouliane, Licensing and Integrated Services
Keith provided an overview of his Department’s recent enforcement activities in the Brow of the Hill. He listed a number of recent success stories related to cleaning up problem properties in the neighbourhood.
Keith provided a brief overview of a number of City bylaws that are used by his department during their enforcement activities, namely: Business Regulations & Licensing (Rental Units) Bylaw, Unsightly Premises Bylaw, and the Business License Bylaw.

Garfield Hotel
In the spring of 2008 the former Garfield Hotel site at 1105 Royal Ave at 11 St will be torn down to make way for 24 units of transitional and supportive housing units. Although the project will provide a minimal increase in the number of overall affordable housing units, this project will allow the new units to be of a higher standard then is currently available at the hotel.
Throughout the spring of 2007 the Lookout Emergency Aid Society (the operator) conducted an extensive public consultation process with the Association and the community at large. At the meeting of Council held on December 3rd 2007, council voted in favour of the necessary Official Community Plan and rezoning amendments required to make this project go forward.

Toronto Place Park
The City of New Westminster Parks and Recreation Department has recently begun the public art project at Toronto Place Park (8th St and Royal Ave). The project was funded by the amenity contribution of a land developer in the neighbourhood. After public consultation with the Brow of the Hill Residents' Association the final project plans where finalized, and construction was begun a few months later. After looking at the construction site today, it looks like this project could be complete by the end of April 2008.
The main focus of the project is 'The Puddle Jumper' which is a life size statue of a child dressed in rain gear. The Puddle Jumper will be situated as if he is preparing to jump into the water feature, which will be designed as if it was a large puddle. This statue will be surrounded by landscaping and signage improvments.
Below is a before picture of the park, as well as some 'during' pictures. Once the project is complete there will be some 'after' pictures.
